Assistant SHEQ Officer  – Seal Sands

 

About the role

 

As part of the safety team, responsible for safeguarding people, assets, and the environment by ensuring compliance with the Control of Major Accident Hazards Regulations. The role focuses on maintaining robust safety management systems and driving a strong safety culture across all operations. By integrating risk management with operational and SSOW practices, the role is pivotal in preventing incidents and ensuring the safe, reliable, and compliant running of terminal operations.

 

Key Responsibilities

  • To assist in advising the Cluster Manager on the safety & training requirements of day-to-day operations, maintenance, and project work in order to ensure that, as far as is reasonably practicable, these activities do not endanger health and safety.
  • To monitor all activities to ensure that adequate standards of health and safety are met in accordance with the requirements of the Exolum Group’s Integrated Management Systems Policy, Health and Safety Policy, and the requirements of the Group’s MAPP and safety management system.
  • To ensure that the principles of the site’s safety rules and regulations are effectively implemented and maintained across the Northern Terminals.
  • To develop and co-ordinate the Northern Terminal’s training programme and regularly update training requirements in respect of safety legislation and identified hazards to health.
  • To deputise for the SHEQ Manager, with responsibility for the following in his absence:
    • To prepare, review and revise safety procedures, as appropriate and ensure that these are properly communicated to all employees.
    • To prepare, review and revise hazard data sheets and other assessments of hazards to safety or health, as appropriate, and that these are properly communicated to all employees.
    • To ensure that the requirements of safety legislation and/or regulations are efficiently and effectively met by the Terminal and to assist in the assessment of required competencies for both staff and contractors.
    • To ensure the effective maintenance of safety related plant and equipment.
    • To liaise with outside agencies as appropriate, to ensure that the safety obligations of the Terminal are effectively met.
  • To identify potential hazards and assess associated risks with all Terminals activities. Undertake suitable and sufficient risk assessments of all aspects of the Terminals activities.
  • To ensure the effectiveness and control of the Terminal’s Permit to Work system and associated procedures and ensure that contractor control on the terminals is maintained to the highest possible standard.
  • To carry out atmospheric monitoring for permit to work, in respect of confined space entry work and “hot work”, and assessment of Substances Hazardous to Health within the workplace.
  • To ensure regular auditing and inspection of any contractor work is carried out in line with company procedures.
  • Undertake regular workplace inspections and to identify hazards and any unsafe work practices
  • To instruct all personnel on safety requirements, safety management systems, regulations and the requirements of MAPP and maintain records of all such training.
  • To ensure the effective maintenance of emergency and atmospheric monitoring equipment.
  • To control the issue of and monitor the condition of PPE/RPE equipment issued to site personnel.
  • To assist with the development, implementation and subsequent review and evaluation of the safety management system and all operating procedures.
  • To ensure routine preventative maintenance inspections are carried out in accordance with the schedule.
  • To ensure the effective management of the Quality Assurance System, related procedures and systems and carry out audits as required
  • To assist the Incident Controller in the event of an incident with major accident potential or, in the absence of the SHEQ Manager, fulfil the role of Incident Controller.
  • To assist in the recording, investigation and reporting to the Terminal Manager the findings of all accident, near miss or dangerous occurrences.
  • To prepare, review, update and train personnel in the requirements and use of the Site Emergency Plan and the manner in which it is activated.

 

To ensure the effective implementation of the ADR/RID Transport Security Plan.  

 

About You

 

You will be a proactive and safety-focused individual with a strong understanding of health, safety, and environmental best practices within high-hazard industries. Educated to BTEC or HNC level in a relevant discipline, you will also hold a NEBOSH General Certificate and ideally a Level 3 NVQ in Occupational Health & Safety. With at least two years’ experience in a safety or quality role, you will bring excellent communication skills, the ability to influence and engage others, and confidence in auditing and contractor control. IT literacy and a structured approach to problem-solving are essential, while a NEBOSH Diploma, ISO9001 Lead Auditor qualification, or OPITO standards for atmospheric testing would be advantageous. Above all, you will demonstrate flexibility, innovation, and a commitment to maintaining the highest safety standards across our operations.
