UK & IRE HSSE Manager – Flexible Location with travel to NWE sites
About the role
We are seeking an experienced HSSE Manager to lead Health, Safety, Security and Environmental (HSSE) activities across our UK & Ireland operations. Reporting to the NWE HSSEQ Lead, you will lead and develop the UK & Ireland HSSE team, providing independent, expert leadership across process safety, occupational safety, environmental management and security. You will play a critical role in ensuring legal compliance, managing major accident hazard (COMAH) risks, and embedding a strong safety culture across terminals and pipeline operations. This is a senior leadership role requiring strong technical expertise, excellent stakeholder engagement skills and the confidence to operate within highly regulated, high-hazard environments.
Key responsibilities
- Provide senior leadership for HSSE risk management across UK & Ireland operations, with a strong focus on process safety in tank storage and pipeline logistics.
- Maintain and oversee COMAH Safety Reports, managing regulatory compliance and relationships with the Competent Authority, including coordination of inspections and intervention visits.
- Ensure effective, compliant emergency response arrangements, aligned to COMAH 2015, including participation as Emergency Duty Manager on a 24/7 rota.
- Develop, implement and continuously improve HSSE strategies, policies and performance frameworks, including PSPIs, KPIs, audits and terminal safety reviews.
- Lead HSSE input to projects, new product introductions, M&A activity and management of change, providing clear, risk‑based advice and solutions.
- Build HSSE capability across the business through training, industry engagement, and application of advanced safety methodologies (HAZOP, Bow Tie, incident investigation, human factors and safety culture).
- Represent Exolum in industry forums, promote best practice, and support delivery of HSSE objectives through effective governance, reporting and continuous improvement.
About You
You will be a confident HSSE leader with significant experience in a senior safety role within a high‑hazard or regulated industry, bringing deep expertise in process safety, COMAH and regulatory engagement alongside strong leadership and communication skills. You will hold a relevant degree in engineering, science or a technical discipline (or have significant equivalent experience), be qualified to NEBOSH Diploma level (or equivalent), and hold Chartered membership of a professional HSSE body with active CPD. You will have extensive experience managing process safety within a Major Accident Hazard environment, a proven track record of leading and developing specialist HSSE teams, and strong knowledge of UK HSSE legislation, ALARP principles and risk assessment methodologies. You will be able to influence at senior levels, communicate complex technical issues clearly, and have the flexibility to travel regularly across UK & Ireland sites, including acting as Emergency Duty Manager. Experience in security management and ISO standards (9001, 14001, 45001) is desirable but not essential.
